You need to be able to save files on your computer and upload files to your website.
Sure, you can use a control panel file manager to do this but then the process of uploading or downloading files becomes a long drawn out one where you have to login to the control panel, navigate to correct area, select the file to be uploaded…
Keep it simple…
Why not open up a program that let’s you drag and drop stuff right to your website? The right way to move files between your computer and your web host has been around forever - it’s called FTP - File Transfer Protocol and if you want to be able to build your own site you need to be able to get the files to your webhost - even if you use some control panel to install the site software - eventually you will need to know how to use an ftp program for something…

If you can get any ftp program, save it to your computer, install it and run it - you have all the technical skills you need to get started building your own website.
